They started brightly, Joe Oastler’s fierce shot cleared off the line.
Kyran Wiltshire should have opened the scoring on 13 minutes, but after being sent clear by Zac McEachran, saw his effort saved by visiting goalkeeper Daniel Wilks.
Just six minutes later, Welling went ahead from the penalty spot when Bradley Goldberg hammered home.
After the break City got on the front foot, but not until Oastler had made a great clearance to deny the visitors a second goal.
Chinedu Vine, one of three City substitutes, went close to equalising 13 minutes from time, but could only hit the side netting after good work from Kabongo Tshimanga.
